It's not legalisation at all, it is decriminalisation of possession for personal use. It just cuts the police workload and does nothing to improve safety or protect users as it still leaves the whole trade in the hands of criminals.
Waiting rooms will be less full when a legal regulated market is created, but will never be empty (see alcohol)
